China National Offshore Oil Corporation (CNOOC) has launched the world's first 16-megawatt tension-leg platform (TLP) floating offshore wind turbine. The turbine set sail from Zhuhai in Guangdong Province at the end of June and will be utilized at the Lufeng oil fields in the South China Sea.

The floating wind turbine is notable for its innovative design, which uses tensioned anchor cables to secure the structure. This differs from conventional offshore wind platforms that are fixed to the seabed. The U.S. Department of Energy has noted that approximately two-thirds of the U.S. offshore wind energy potential is located in waters too deep for fixed-bottom foundations, making floating platforms essential for future developments.
Background
Standing at about 307 meters tall and weighing up to 8,000 tonnes, the turbine is expected to generate an average of 54 million kilowatt-hours of electricity annually. This output could reduce carbon dioxide emissions by roughly 35,000 tonnes per year and save about 15,000 cubic meters of fuel oil that would otherwise be used to power the Lufeng oilfield pumps. The project aims to establish a direct, low-carbon power supply for offshore oil and gas production by routing electricity generated by the turbine to the oilfield cluster via subsea cables.
The introduction of this floating wind technology could influence the energy sector by reducing operational costs and carbon emissions for offshore oil production. This development may lead to increased interest in renewable energy investments within the oil and gas industry.
